First, the rate of energy use is measured in kilowatts, not kilowatts per hour (rate of change of energy use, a dimension not in common use) or kWH, kilowatt-hours, an amount of energy. Second, these new limitations on energy use are not going to make much difference. Forty kilowatts would power a large electric stove. One one-thousandth of that -- forty watts -- would be a reasonable power rating for a laptop. A desktop computer consuming 234 kW would be running at a bright red heat. I would hope the EPA knows better.
