The consultant's list is good but how can he state "2Factor Authentication" must be used...who will handle the cost and complexity to manage a "physical" something you have and/or a biometric reader for the something you are?
The world must open their eyes to deviceless "enhanced, strong authentication" as an alternative which puts the power back into the end user's control to build person affinity between themselves and their login, manage their password (i.e. changes, resets, etc..) log all activity for monitoring and reporting and add-in optional layers of security for authentication and access, all while not having a user be in a position to have a 2Factor get LOST, STOLEN, BROKEN (BATTERY DEAD) or simply FORGOTTEN at home and now what, answer a knowledge-based question to gain temporary access while waiting for a new 2nd factor to be provisioned? That will make the user VERY HAPPY...not.
Seems to me that he is simply making his list and aligning it to the already archaic NIST eAuthentication guidelines.
