Hi Bernard... now THIS post is more like it! Appirio works with companies who realize that a "Private cloud" is just an expensive data center with a fancy name. Of course, virtualization, service-oriented architectures, and open standards are all great things for every company operating a data center to consider. But all this talk about “private clouds” is a distraction from the real news: the vast majority of companies shouldn’t need to worry about operating any sort of data center anymore, cloud-like or not.
The idea that somehow companies can use “private cloud” technology to offer their employees web services similar to Google, Amazon, or salesforce.com will lead to massive disappointment.

Clearly, $$$ will have to be spent upfront in setting this environment up, whether it be on human or material resources. Not to mention having teams make time out of their existing projects, to work on the private-cloud project(s).
But if there is sufficient motivation to initiate it no matter what, why not do so in response to existing shortages in compute capabilities, so that one could identify and quantify the final value in terms of increased efficiency and productivity (time and money).
And why not treat it as a project.
1> Talk to business/I.T leadership and business users to identify opportunities for improved computing capacity.
2> Build a prioritized set of opportunities.
3> Explain the proposed private cloud solution to business and IT.
4> Start very small. Set reasonable expectations, explain benefits and risks upfront.
5> Get agreement on success criteria.
