I think this move is more aimed at IBM than at Microsoft. Oracle is aiming at delivering entire solutions like Big Blue - not pieced solutions requiring hardware from one vendor and software from another (ie HP/Microsoft). Since database installation requires a great deal of expertise, Oracle stands to offer pre-configured products in standard configurations that not only are easier to support, but perform better. Databases can be treated more like an appliance and eliminate the need for the days of preparation and installation typical to the industry.
I should know, as a DBA and the Director of IT, I've set up a database or two, and I would LOVE a vendor like Oracle to have a pre-packaged solution that comes ready to go and optimized out-of-the-box. Especially for small- and medium-sized businesses like mine, that would be worth a lot in terms of both time and consulting resources - not to mention support.
All in all, this is a move by Oracle that makes a lot of sense.
