Excellent list of cost-cutting suggestions. We are working on implementing all of them.
Very good lessons to keep in mind.
My suggestion would be take the list reverse the order and start there. By the time you get to #20, which would now be getting rid of people, you could afford to keep your staff and possibly add additional resources where the group is deficient.
There is definitely a problem when Executives determine that removing staff is the primary way to reduce cost. In the end, if the market starts back up, you'll have to spend more money to acquire, train and retain new staff.
Business needs to determine if Business Technology is a profit- or cost-center in their business plan. If profit-center then start by reducing other aspects of business first (i.e. the non-profitable portions) then re-align BT for maximum profitability. If cost-center then focus on the basic needs of the business and do without the bells and whistles.
Another example of stating the bleeding obvious from the most over hyped organisation in IT.
Really, if checking shipping costs is where you are at maybe you should think of moving companies!
I would suggest No 1. stop buying overpriced "research papers" from "analysts.
A few more ideas to cut costs:
1. Replace or consolidate legacy stand alone systems with high OPEX maintenance contracts
2. Use 3rd party maintenance to protect Dev,Test,QA and DR systems - savings are 30-50% over the manufacturer
3. Refurbished server, storage and networking gear can cut costs by 40-60% and provide you the platform for further efficiencies with partitioning, VMWare, DR Insourcing and archival.
